Let's get one thing straight about the proposed 3rd interchange at Rodburn Hollow: It is NOT about developing the east end of the county. It is about providing an easier access to the university. The university wants it and they use their city council "tools" to get it. They don't care about the school, the forest, the coal trucks, etc. The bottom line is enrollment increases. You see, the state mandates enrollment increases and this university has to get creative. They have done a good job. Just look at the local paper which runs articles about the "historic" value of Morehead. They have declared many historic landmarks. Not that there is anything wrong with that, but their reason is to make Morehead more appealing to prospective students. They want us to appear as a classy town rich with historic tradition (like lexington). Yes, the university controls much here. If you take every local controversy and figure the university's place in it, then you will see the real issue. The super walmart-- the u wants it, new movie theatre? The bridge over 32? Road swaps? (oh you didn't hear about that one?)

The "History" around here is selective, like it is most places. The locals I think are grasping at straws to find something left of our history that has been torn down by the powers that be economic and political; and then there is the forces of pollitical correctness that edits out things like what happened to the man the spot on the map was named after. This town would not be here were it not for pollitical and economic manipulation. The concrete road from main st to maysville (old flemingsburg rd) was put in to march the pigs out of here to proctor and gamble in Cin-cin-city, but it was done thru political pork not because it was economically justified to build it. Virtually anywhere a city (or county seat) has been founded where there is not a viable waterway, you can suspect something uniquely pollitical in its history because at the time the county was formed Farmers was the likely candidate for the county seat. Lexington is not on a major waterway either by the way, the playthings of the rich, horses, was a big factor. As far a why student comes here, the parents are as big a factor; as how much they pay, (MSU is still relatively cheep even for out of state tution )tradition as mom and/or dad are Alumni somewhere down on the list is the value of the degree for career prospects and how academically challenged the student is,(MSU has a reputation for being a easy school to get thru while partying) lastly the students fun index, how enjoyable, the experience is going to be as far as on campus and off campus life; THe gay rumors bothe hurt and help enrollment. Dont think prospective students care about a interstate exit. HOWEVER, the traffic jams resulting from the bypass are a factor in the new exit. The west side of town deserves a right and left turnlane on 519 as Adelphia and other trucks go to turn west on 60 they back traffic up some mornings past 1167, anybody want to take a sledgehammer to the concrete curb on the corner??? Any body that can should go down Mcbrayer Road across clearfield hill et c. to aleviate this!!! The new exit is about development of the land on the far end of the connector out cranston, and who out there is connected and invested in that area??? Where is the Snewspapers investigative piece on that? if only just to sqash the rumors even?? What properties have changed hands since right before these plans were made and since, and why the exit is not located for the traffic flow from 799 (rock fork) instead of destroying the rest areas. DEVELOPMENT?? Get rid of the restareas and the land at the exit is more valueable. Leave the rest areas and traffic can just pull off there without spending much money. I agree we need the exit for traffic flow near 32E but the other end could just as well intersect out past Tilden Hogge and leave the rest areas alone. ADDITIONALLY a cars only exit for 799 at the top of the hill is gonna be needed soon enuff, as even with all the fertility reduction going on every 16 to 20 years there are close to twice as many autos and buses on the road. A exit on 211 would also be great, with a bridge at the old ferry crossing or on 1722 (lower licking road) The recient ruling on the commerce clause involving homemade machiene guns shows how local governments could take the situation in there own hands and make "cars only" exits for a fraction of the cost for existing roads like are found in larger metro areas as they are for local or regional traffic and NOT for "interstate commerce" (well except for the drug shipments). I could say more but I have already lost most MSU graduats attention span.

Ive seen the difference between the males and the drug crop, if you cant tell the difference nobodies' shown you/you dont know or your lying. And perhaps more taxes would be collected from COED's buying beer since the dope is lame. If I was independantly wealthy instead of runnin for president or other office, I'd do it setting up counter smuggling operations of french or other fibercrop seed and drop it out all over the western half of the state instead of the rattlesnakes rumored to be released by some nongovt environuts, wild ditchweed everywhere, that would do more for this country right now, change the perspective and priorities by making it impractical/improbable to eradicate, in Clark co. just a few yrs ago, it could still be found supposedly.

Here I am, a college student in morehead, who actually ventured down from the bubble that the big eagle puts around you. People in town think because I'm young I must mean two things: Trouble or getting their way. I understand the animostity towards the university, I really do. However, just because I'm young doesn't mean I won't do things like: be a patron of local bussinesses, be a nice person, hang around town and get to know the local color, and tell other people about the town so the cycle begins anew. So think about this, I pay rent, I buy food, I work here, I become a patron of local bussinesses, and I actually tried to get to know the local culture (and the folk art center doesn't count and Poppy Mount. is too expensive). Morehead isn't a bad town, atleast not as bad as everybody makes it out to be. Perhaps the people of Morehead should turn their productive anger away from the "damn college kids" and towards Eaglin's rule of terror. And I would like to add that I understand that alot of college kids do come here and bust stuff up and just generally cause trouble, but I don't and alot of the people I know don't, so we can't all be bad, eh? So, Dare I say it, I LIKE Morehead. I will now return to my little over priced apartment in the Rodburn Area.

Hi there 24.51.179.31, I reazize the conservitave vs liberal gun issue was a joke and I took it that way. BUT some folk take everything they read on the www to heart. I would hate not to put in my $0.02 worth and hear on the news that a mentally ill person was shot while scareing somebody with a rubber knife. So I thought it would be a good gesture to give such the person with the knife the oppritunity to surrender, run the other wat or inform the family he was only pranking. The use of deadly force in any event is a verry complex subject. This exit issue makes me wonder if there is a unpublished agenda to eliminate rest areas by the DOT as they have been problems for drawing illicit behavior like prostitution and drugs catering to the trucker and or pervert crowd et c.; a few years ago on I-75 one rest area was shut down and or moved to stop this type of situation NOT THAT IT IS HAPPENING HERE but it is seen as it could, and I wonder how much of a design / location factor that is in this exit plan, or any plans by the DOT bureaucrats to eliminate rest areas. Tennent protection was mentioned above^ you can pass all kinds of ordain-ances and regulations but just like somefolks seem to get out of speeding tickets because they have a certain ring or worked on the correct political camp, the enforcement of tennant protection "laws" is gonna depend on getting a attorney from outside the sphere of local influence or filing the motions yourself (for change of venue et c.) This is a true happening. But you have to read it all to feel it. Several weekends ago, I was rushing around trying to do some shopping. I was stressed out and not thinking very fondly of the weather right then. It was dark, unseasonably cold, and wet in the parking lot. As I was loading my car up, I noticed that I was missing a receipt that I might need later. So, mumbling under my breath, I retraced my steps to the mall entrance. As I was searching the wet pavement for the lost receipt, I heard a quiet sobbing. The crying was coming from a poorly dressed boy of about 12 years old. He was short and thin. He had no coat. He was just wearing a ragged flannel shirt to protect him from the cold night's chill. Oddly enough, he was holding a hundred-dollar bill in his hand. Thinking that he had gotten lost from his parents, I asked him what was wrong. He told me his sad story. He said that he came from a large family. He had three brothers and four sisters. His father had died when he was nine years old. His mother was poorly educated and worked two full-time jobs. She made very little to support her large family. Nevertheless, she had managed to skimp and save two hundred dollars to buy her children some presents (since she didn't manage to get them anything on their birthdays). His mother had dropped off the young boy on the way to her second job. He was to use the money to buy presents for all his siblings and save just enough to take the bus home. He had not even entered the mall, when an older boy grabbed one of the hundred dollar bills and disappeared into the night. "Why didn't you scream for help?" I asked. The boy said, "I did." "And nobody came to help you?" I queried. The boy stared at the sidewalk and sadly shook his head. "How loud did you scream?" I inquired. The soft-spoken boy looked up and meekly whispered, "Help me!" I realized that absolutely no one could have heard that poor boy cry for help. So I grabbed his other hundred and ran to my car. I think that the ^sheep^ don't see thrue the fog being caused by the cow-manure(BS) spread upon the pastures by the hearders. They are accostomed to the frendly "pat on the back" if you will and the promise of "I'll help you." being said with a beliveable expression and a candid eye to eye gaze. I should amend my comments above; That candidate was elected. AND with the limited choices on the COUNTY ballot the election went pretty well as far as semi-disbanding a click (I think(HOPE!)). The county jail tax was voted (not by the people)by the powers that be, to be used as blacktop tax. A good overall idea EXCEPT that when the Jail Tax was passed it was the understanding of the people that WHEN THE JAIL WAS PAID FOR THE TAX WOULD BE DROPPED. So be it Legal OR NOT? Blacktop funding is allready in place. It's easy enough for a dumb old country boy to HIRE a Deputy or Assistant who can change the listing of the board of directers of the various NON PROFIT CORPORATIONS registered to (or in the name of)ROWAN COUNTY. These corporations are for FED FUNDING? It is my understanging (and sometimes I misunderstand people) that the reason for ALL of these NP Corps is to obtain Additional FED FUNDING when a particular agency runs out of money and no longer qualifys for said funding. Is the RCSO's Sheriffs Lake Patrol Officers salaries still paid for by the Federal Govt? If so; Then why are these officers transporting prisoners to out of county detention centers; Thus allowing the sheriff's office to collect mileage? Is it not improper for any person or agency to show a profit from Federal Funds? I get tired of hearing everyone bitch and complain about MSU, and how it is evil for this town. If it weren't for MSU, then this town would simply be another burg like Farmers and everyone would have to drive to Maysville or Mt. Sterling for just about anything. Morehead was the center of the "Rowan County War." On Election Day in 1884, a gunfight broke out after the polls closed. Insted he stood up to the powers that be and got smited down, ousted from his job. 1 (one) of the county officials in Mr. Wolfe's story did have a legitimate medical reason to retire and with all of his DR bills I see why he would wish to return to the job that he loves so much. As far as nepitism, I guess that haveing somebody one can trust with all things in your office is ok and most likely necessary. I assume that everybody is satisfied with the other two? I like those people myself. Every time that I contact them with a problem Mrs. Bailey or someone in her office can always help me out and allways has. Judge Thomas can always give me the advice to attend the fiscal court meetings and if I should get a chance I can bring my matter before the fiscal court. Sheriff Carter, Who i read an article about above, allways gives me the sinsere comfort that he will help me. These people are all likeable people and being so One can't help from likeing them. I visited the KACO link above and I seem to agree that it serves as a political machine or brainwasher as so elitely put. And with the comments made above I'm mearly pointing out where the evil lies. It is my understanding that KACO held a workshop in which one of these officials attended. This official learned that he and others could retire for 1 month and still serve as a deputy, no loss of official power or pay?, and then return to work. This official was under the impression that this was an acceptable practice and shared it with another official who was suffering a treminal illness. A third official was then let in on the retirement plan. All three agreed to execute this plan togeather. They were aided by a State official who made the appointment of a temporary Judge/Exec. I'm not sure if any of the above officials did serve out the 1 month period as a deputy of their office. What I am pretty sure of is that this was done all under the advice of KACO in which somebody names above and includes a link. If one don't do exactly as they are asked then they are usually prosecuted/persecuted in one form or another. I guess that the official had been trained by the machine in order to make him look like an @##. Why ? Could the reason be that he has held office for a long time and knows the inner workings of KACO and just said no to some of their bylaws? The media didn't have any delay getting the information. It must have been faxed to them. But by who? KACO?

Returning to the MSU vs. morehead debate; For the 3rd? 4th? time, MSU is not a party, school, as it lacks the people, free-flowing alcohol, and general environment. I am not saying Morehead is a terrible place, or that everyone should be super rich. But if you have never attended, and are blind to the fact that the school provides an assload of $ to this community, and that it attracts a lot of business' then you shouldn't be shooting your mouth off. Why do you think the iinterstate goes thru Morehead? Perhaps because of a state university, and the business it brought here! As for living in the country, theres nothing wrong with that. This attitude that the University is the be all end all that makes the town is a BIG part of the problem. So why did the interstate go by Owingsville, Olive Hill et c. just to get to Morehead? Every few years there IS talk of eliminating a State University, if for no other reason than to kick em in gear and be more self sufficient, recruit, boost enrollment and the like. MSU does not feed me and I could do the job I have without the degree, infact they block my business, I cator to businesses that would not be affected/effected by a absence of MSU so bite I will, when they deserve it; and the majority of the feed they are selling is polluted/tainted, "...a little leven levens the whole loaf...". I'm not trying to knock the university with this opinion so I hope that the readers don't take it that way. Here Go's: It looks to me like some people are trying to relocate Morehead. If you look around you can see the renovation/destruction of main st (depending on how you look at it), A proposed annexation of the Sharkey (801 interchange area), A strong effort at relocating the local business district towards the North (I-64) and the fact that MSU is planning to buy out First st (Rail Road Street to the locals) and use it as their historic district. These happenings are the product plans that were dreamed up long ago by a group of people. The plan go's something like this: Make Main Street undesirable to the business people while giveing it a facelift similar to the university layout. This has been achieved by electing key people into public offices (both county and city). The Morehead Beatufication Plan is simply an effort to relocate local business northward, Downgrade the property value on main street (to the business owners) by creation of a parking problem (one must try to back into traffic without getting hit V.S. the old parking system where you could just look over your shoulder and pull onto the roadway when it's clear). If you look in the area of Slones Market you will find more evidence of the downtown area being suited towards the university. Along some of these politicians are realestate agents, construction engineers, and others who have managed to buy up most of this property from people who once made a good income from leaseing it to the local business. The university is going to grow. Both some current and ex-politicians are going to become wealthy. Downtown will be located near the interstate. Yes fellow residents, Main Street was once a wonderfull place. IGA, Hobbs, Western Auto, Pool Hall, Laynes Clothing, Ben Franklin, ALL GONE. There is no saveing it now. It's GONE FOREVER! MSU will in the long run purchase the place we once called Morehead. The heart of town will be located at the I-64 ramp. It is unevadeable/unavoidable It's Going to happen this way and it's too late for US to stop it. Yes the new interchange at Christy Creek will be of benifit to the university students but it will benefit us also. Traffic will be less conjested. Don't you think the students would rather take the Cristy Creek exit Than to drive thrue downtown traffic? Would this not solve the current traffic problems? Not to name the future traffic tie-ups that even I can foresee? I tried and tried and tried and tried and tried to warn everybody each and every election. Now however you vote can't change a thing. The Main Street that we once knew and loved is now gone. The city is moveing NORTH-WEST. No Stopping it. Fight the new interchange and cause more roadrage. Go ahead and stop it. You are only createing problems for yourself. keep a dangerous little narrow road as it is and watch more people die on it, or allow widening of it and possibly save a few lives. If the school is the big issue, build another one and use it as a female detention center insted of wasteing tax money by both transporting and lodgeing women at Mt.Sterling (they don't lodge for us for free you know). Or if you wish your tax money to continue to be wasted keep on lodgeing them in Mt. Sterling and sell the building to pathways or rent it out for office space. Lets think about this...... OOH NO! A PETITION OF 1500 - 5000 names or so and the $50 fileing fee should get anyone put on the ballot in KY Countys. I don't think the candidate (as being the choice of those 1500 or so people) would even be required to sign. This "law" you talk of is a lot of nice retoric according to those claiming it to be "retorical florishes from the enlightment period". While it may be true that you cannot kill an idea or the truth, it can be attemped to be suppressed and ignored for sometime until possible rediscovery (on the internet?). There seemed to have been plenty of interest in Washington in the Reeds' story. "It all fits," they were told by subcommittee investigator Jack Blum. "It confirms our suspicions about Felix Rodriguez and what we suspected was really going on. Go back and tell your attorney to draft a proffer (a formal statement). I'm sure that either (Independent Counsel Lawrence) Walsh or Senator Kerry will want to question you under oath. You'll be hearing from us soon." Trubey drafted the proffer, but there was never a call from Blum, Kerry, Walsh or anyone else. [p. 504] The eventual Kerry report did get into some connections between the Contras and drug-running. It even mentioned North and Rodrieguez. But no fingers were pointed at Bush or Clinton. The still-important report was buried almost as soon as it was released, and Kerry vocalized no serious objections to the hush-hushing. Gee, do you think Kerry was covering for fellow Bonesman Poppy Bush? Gregory Behar of Bones-founded (Henry "Baal" Luce, 1920) Time magazine thought it was a possibility. Until he was told not to, anyway. Again, from Reed's Compromised: Behar stated that he felt there was strong evidence to prove that Senator John Kerry's investigator, Jack Blum, had actually helped to stymie the Mena investigation. Blum's job as special counsel to the Senate Committee on Foreign Relations was to provide investigative services to Kerry's Subcommittee on Terrorism, Narcotics and International Operations and to funnel off pertinent leads he developed during the course of his investigation to Independent Counsel Lawrence Walsh's office, which was seeking indictments involving the Iran-Contra affair. Blum had interviewed the Reeds extensively in Washington in 1988. Behar had confided to Reed that he felt Walsh, probably in concert with Blum, was indeed part of the Iran-Contra cover-up, since Walsh's office had taken no action on Mena. Behar earlier stated that his suspicions stemmed from Walsh's lack of action on the preponderance of credible evidence provided directly to his office by federal, state and county law enforcement agencies, as well as the materials provided him by Arkansas Attorney General Winston Bryant and U.S. Congressman William Alexander concerning the activities at Mena. Behar, completely reversing his earlier position on the Mena affair, responded, "I'm not convinced there is a cover-up."[p. 629] Behar's eventual story on Mena was nothing more than a smear job on Reed. (Another major report on Mena, prepared for the Washington Post, was killed at the last minute. (Note: I believe Rivero's information that the editor in question was S&B is incorrect, though he was Yale grad and the Post is heavily tied in with the intelligence community.)) And Reed isn't the only player accusing the Kerry investigation of being less than serious. From Whiteout: The CIA, Drugs and the Press by Alexander Cockburn and Jeffrey St. Clair, we learn the DEA agent Celerino Castillo was all over the activities of Rodrieguez. But Kerry didn't want to know about it: Castillo was still in the DEA in Central America when Senator John Kerry of Massachusetts launched his probe into allegations of the ClA's involvement in drug running. Despite a parade of witnesses, including convicted drug dealers and associates of Eden Pastora and Manuel Noriega, the Kerry hearings received little attention in the mainstream press. Castillo said in 1997 that he believes it was easy for CIA defenders in the press to discount the Kerry probe because so many of its sources were compromised by their criminal records. "They never brought people like me in to testify. I was the special agent in charge of El Salvador. I did all the investigation, and they never contacted me."[p. 299] A willingness to keep such skeletons locked in the closet seems to be the most important qualification for the Presidency over the past 23 years.

Unless the budget flaws are corrected and the entire Commonwealth finances are used in the budget process, the problems that created the surpluses will continue to exist. The budget deficits reported by the Governor and legislatures will be used year after year for the excuses for tax increases and/or to reduce needed services.(like family resourse centers) Just stopping a tax increase or a reduction in services will not solve the problems. The problems will come back the next year. I have provided the details of the surpluses and explained the ways the surpluses are accumulated. The data is accurate because it comes directly from the government's own financial statement, the CAFR. You must provide the where-with-all to convince the Governor and legislatures that the surpluses exist and what should be done about it.((poster's note:(like Alaskans fer instance get a surplus cheque or better yet a pension account that phases out all forced taxation starting with property and income taxes which are unlawfull to begin with in a limited republic))), I live in Arizona.
